National key projects for the development of low carbon industry development plan

Abstract It has been reported that the Ministry of Industry and Information Technology, the Ministry of Transport, and the Ministry of Housing and Urban-Rural Development are currently conducting in-depth research and pilot projects to develop a comprehensive set of policies aimed at addressing climate change and fostering the growth of green and low-carbon industries. These initiatives will focus on key sectors such as industry, construction, transportation, and public institutions, with an emphasis on energy efficiency and urban sustainability. The goal is to accelerate the development of low-carbon industrial systems and promote sustainable economic growth.

According to estimates, the national investment in energy conservation and emissions reduction during the "Twelfth Five-Year Plan" period is expected to reach 2.3 trillion yuan. This will lead to a significant increase in the market share of high-efficiency energy-saving technologies and equipment, from the current 5% to as high as 30%.

Xie Zhenhua, deputy director of the National Development and Reform Commission, emphasized that future efforts will include pilot programs for low-carbon industries, transportation, towns, parks, communities, and businesses. Additionally, subsidies for green product consumption will be explored to encourage broader adoption of environmentally friendly goods.

A representative from the Ministry of Industry and Information Technology highlighted that the development of low-carbon industries should focus on both demand-side energy conservation and supply-side innovation. “The former reflects market needs, while the latter drives technological advancement,” he said, stressing the importance of balancing both approaches to achieve long-term green and low-carbon development.

The National Development and Reform Commission stated that by 2015, the energy consumption per 10,000 yuan of GDP was expected to decrease to 0.869 tons of standard coal (based on 2005 prices), with a total of 670 million tons of standard coal saved during the "Twelfth Five-Year Plan."

In addition, the commission emphasized the need to implement energy-saving measures across key sectors, including industry, construction, and transportation. During the five-year period, the goal is to save 250 million tons of standard coal, reduce industrial energy consumption by about 21%, and complete energy-saving renovations for over 400 million square meters of residential buildings in northern heating areas.

By 2015, the implementation rate of energy-saving standards for new buildings should reach 95%, and green building standards should be applied to 20% of new constructions. For five-year operating vehicles, the civil aviation sector aims to cut energy use per unit by 5%, while creating 2,000 demonstration units for energy-efficient public institutions.

Looking ahead, relevant state departments plan to launch a series of initiatives aimed at promoting China's green and low-carbon industrial economy. This includes pursuing a new model of industrialization by optimizing industrial and energy structures.

Zhu Hongren, chief engineer at the Ministry of Industry and Information Technology, outlined key strategies for energy conservation in major industrial sectors, including steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, and electronics. These strategies involve structural optimization, circular economy integration, and the promotion of advanced energy-saving technologies.

According to the plan, by 2015, the service industry's added value is expected to account for 4% of GDP, while strategic emerging industries will contribute approximately 8%. The total output value of these industries is projected to reach 4.5 trillion yuan, with an average annual growth rate exceeding 15%.

The National Development and Reform Commission also announced plans to leverage market mechanisms to support the development of energy-saving and low-carbon industries. Pilot carbon trading schemes will be expanded in seven provinces and cities, with the aim of eventually establishing a national carbon trading market.

In addition, the government will explore the establishment of a labeling and certification system for energy-saving and low-carbon products. This initiative aims to guide consumers toward greener choices and foster a culture of sustainable consumption.
