For example, when tracking vehicles during major events or investigating suspected vehicles across provinces, the current process is highly inefficient, consuming large amounts of manpower and resources. A nationwide highway monitoring network would significantly improve police efficiency, break local resource limitations, and promote true resource sharing. Additionally, it's crucial to avoid redundant investments across different departments. Information from traffic, public security, and urban management should be shared horizontally rather than being kept isolated. At the same monitoring point, cameras from different departments—such as those from the public security, traffic police, and urban management—may overlap in coverage. This not only wastes human and financial resources but also leads to inefficiencies. The main cause of this redundancy is the lack of unified planning and networking, resulting in fragmented systems that cannot effectively collaborate. By building a large-scale traffic monitoring network, these barriers can be overcome, creating a coordinated system that is built once, used by many, and triggered at one point with synchronized responses across multiple locations. An example of successful implementation is seen in Jilin Province, where the public security video surveillance system has been rapidly developed. Over 88 public security monitoring centers have been established above the county level, with a three-tier platform system (provincial, city, and county) now interconnected. In Harbin City alone, 4,788 public-area video surveillance devices have been installed, more than 210,000 social site cameras have been integrated, and 80,000 surveillance units have been connected. This has led to the establishment of a comprehensive "Control Network" system with multiple layers of defense and protection. As the country continues to emphasize intelligent transportation, the market for smart transportation solutions is expected to grow rapidly. Breaking through existing regional resource constraints has become an unavoidable trend in local intelligent transportation development.
