According to reports, as early as the preparatory stage of the Shanghai Free Trade Zone in 2013, the Shanghai Inspection and Quarantine Bureau began to explore the regulatory model system and innovation of the inspection and appraisal institutions in the Shanghai Free Trade Zone. According to the new management measures, the inspection and appraisal institutions established in the Shanghai Free Trade Zone will be accepted and approved by the Shanghai Entry-Exit Inspection and Quarantine Bureau. The circulation will be greatly reduced and the time limit for approval will be further shortened.

The new management method deleted the original requirements of “three years of experience of the investor and 350,000 US dollars of registered capital”, which greatly reduced the entry threshold for inspection and appraisal institutions.
