For the development and utilization of important domestic minerals, Liu Lianhe has divided three types of conditions, namely, scarce minerals, superior minerals, and basic balanced minerals.
Liu Lianhe said that it is necessary to strengthen the exploration and development of scarce minerals, that is, to formulate incentive support policies for the country's scarce mineral resources, improve the level of domestic resource security, and reduce external dependence. For the important mineral resources that can guarantee the basic balance between supply and demand, such as coal, uranium, gold, etc., it is necessary to optimize its exploration and development.
According to official data, the external dependence of China's iron ore has dropped to 51.7% in 2007, compared with 56.7% in 2005.
For the scarce minerals such as chromium, nickel, manganese and potassium, the Ministry of Land and Resources has previously requested to increase the overseas share while strengthening domestic resource potential evaluation and prospecting, and encourage domestic enterprises to increase their participation in overseas mining companies and seek stability. The international market is equipped with an environment that strives to control external dependence within 60% to 95%.
For China's mineral resources that have an advantage in the international market, Liu Lianhe said that through effective and rational planning, the mining rights should be placed in an orderly manner, and the total amount of exploration and exploitation should be properly controlled to promote the balance and stable development of the global supply and demand market.
The National Mineral Resources Planning (2008-2015) has stipulated that China's export-oriented minerals should be restricted in production, strictly control the setting of mining rights, strengthen export quota management, and prohibit excessive mining and excessive exports.
In China, tungsten ore, antimony ore and rare earth ore are important and advantageous mineral resources. For many years, reserves, production and export volume are among the highest in the world, and they play an important role in the international market.
The Ministry of Land and Resources issued a notice in May this year to clarify the total amount of tungsten, antimony and rare earth mining in 2009. It is understood that this is the first time that China has implemented the total mining control management of Yankuang.
