The issue was raised at a special briefing on the Green Youth Olympic News, where a representative from the Nanjing Municipal Housing and Construction Committee explained that the suspension was mainly due to concerns over construction waste pollution and traffic control for vehicles transporting garbage and building materials. A batch of new residential decoration projects has been temporarily halted. Miss Zhong shared her frustration on WeChat: "The property said that after receiving a government notice, home improvement is suspended during the Youth Olympics. I don’t understand—what impact could my small house have?" According to her, the community is located near Hexi Fenghuang West Street in Fengxi. On the afternoon of the previous day, the reporter visited the community with Miss Zhong and found several homes under renovation, which did not appear to be affected by the property’s statement. However, when the reporter called the property management, a female staff member confirmed that the government had ordered a stop. She explained that "construction waste vehicles are hard to transport during the Youth Olympics. If it piles up in the community, no one will help remove it." She added, "Unless you build garbage inside your house, it won’t come out. But this isn’t realistic, right? It's better to just suspend." Coincidentally, Miss Zhong quickly received feedback from classmates living in Vanke Golden Homeland, who confirmed that decoration was also prohibited there. One of them mentioned that his parents had recently bought a second-hand house in the same community. When they started knocking walls and moving furniture, the property reminded them that decoration would be suspended during the Youth Olympics, as construction waste would be difficult to transport. This issue is not limited to Hexi. Mr. Zhao, an elderly man busy with renovations in the Langshi community near Xinjiekou, was also forced to pause. He said, "The property told us to stop for a while. The dust is so bad, and people keep reminding our residents. What do I think? It's hot, and people aren't comfortable at home. Just take a vacation." However, some residents continued their work, and it's estimated that the official suspension won't be enforced until August. Whether home improvement is actually prohibited is unclear. From August 1st, the environmental protection period of the Youth Olympics began, and all construction sites, including home renovations, were suspended. At a special news briefing, the housing construction department confirmed the policy. Ming Jinsong, deputy director of the Nanjing Municipal Housing and Urban-rural Construction Commission, explained that the suspension wasn’t a blanket rule. Processes like wall demolition and cement transportation during home renovation generate dust, and construction waste and material transport would face traffic control. Therefore, it was advised not to carry out renovations in August. Zhou Shudong, another deputy director, noted that the decision to allow or prohibit home improvements during the event was not solely under the housing department’s control. He clarified that the residential construction department manages municipal projects, and the suspension was due to challenges in transporting construction waste, which led to a “pause.” For specific details, he suggested contacting the city management department. The urban management office explained that since July 15th, each district had been allocated eight vehicles for emergency use, including the removal of construction waste from ongoing and completed projects. However, after the Youth Olympics officially began, the number of available vehicles was reduced, making it difficult to manage waste if residents continued with renovations. No punishment is expected for those who continue with home improvement. A community manager from a well-known neighborhood in the southwest of the river told reporters, "We received a government notice and remind residents to post signs or something; if garbage is generated, you have to help. Otherwise, others may complain!" A representative from the urban management department admitted, "Home improvement is a family matter, and it’s not practical to fine someone. It’s best for everyone to cooperate actively, especially on high-temperature days in August, to help maintain a clean and healthy environment for the Youth Olympics."
