A representative from the Nanjing Municipal Housing Construction Committee explained that the suspension was mainly due to the pollution caused by construction waste generated from wall demolition, and vehicles transporting garbage and building materials would be subject to traffic control.
A batch of new residential decoration has been halted.
Yesterday, Miss Chung complained on her WeChat circle: "The property said that after receiving a government notice, home improvement was suspended during the Youth Olympics. I don't understand what effect my small house's decoration could have?" The reporter found out that she lives in a community near Hexi Fenghuang West Street in Fengxi.
At noon yesterday, the reporter visited the community with Miss Chung and saw several houses under renovation, which did not seem to be affected by the property's statement. However, when the reporter later called the property management, a female staff member emphasized, "The government must stop when notified." She explained that "construction waste vehicles during the Youth Olympics are hard to transport. If you pile up in the community, there’s no car to help you remove it. If you're lucky, the property won’t even drag it away." She then added, "Unless you build garbage in your house, it won’t come out. But that’s not realistic, right? It's better to just suspend."
Coincidentally, after sending her message on WeChat, Miss Chung quickly received feedback from classmates who lived in Vanke Golden Homeland: "We also aren’t allowed to decorate here." He mentioned that his parents bought a second-hand house in the same community recently. After knocking on walls and moving furniture, they were reminded by the property that "it will also be suspended during the Youth Olympic Games, otherwise the construction waste won’t be easily transported away."
Not only in Hexi, but also in Langshi Property near Xinjiekou, Mr. Zhao, who was busy renovating an old house, was forced to "rest." He said, "The property told us to stop for a while. The garbage is so dusty, and people keep reminding our residents again and again. What do I think about it? It's hot, and people aren’t good at staying at home; give yourself a vacation." However, he noted that some people in the community continued to renovate in the evenings, and it was estimated that the official stop wouldn't happen until August.
"Whether home improvement is actually not ours"
From the beginning of the Youth Olympic environmental protection period, starting on August 1st, all construction sites, including home renovations, were suspended. At a special briefing on the Green Youth Olympic News, the housing construction department confirmed that this was indeed the case.
Regarding the question of whether people whose home decorations were halfway through should be informed to stop, Ming Jinsong, deputy director of the Nanjing Municipal Housing and Urban-rural Construction Commission, explained that the decoration suspension was not a one-size-fits-all policy. Mainly because processes like cement transportation and wall demolition during home renovation generate dust, and the movement of construction waste and material vehicles would be restricted, making it advisable not to carry out renovations in August.
Zhou Shudong, another deputy director of the Housing and Construction Commission, said in an interview after the meeting, "Actually, whether or not to allow home improvement during the event is not under the control of the housing construction department."
He added that the residential construction department is responsible for managing municipal projects, and the suspension of home improvements, in his understanding, was due to the difficulty in transporting construction waste via dirt trucks, leading to a “pause.†For specific transportation details, one must consult the city management to determine if home decoration is allowed.
"Five trolleys to transport garbage will be further reduced"
Yang Chao, director of the Solid Waste Management Department at the Nanjing Municipal Urban Management Bureau, also explained to reporters about citizen concerns: "Since July 15th, according to each district's application, we have allocated 8 vehicles per district for emergency protection, including the removal of construction waste left over from renovations in some existing communities and the removal of some leftover construction waste from construction sites." He said that until the Youth Olympics, decoration was still possible; however, after officially entering the event guarantee period on January 1st, with the major closures of all fields, the removal of construction waste became a problem. Additionally, the number of spare five cars in each district may not necessarily guarantee the quantity, and it will be further reduced; therefore, if the public decorates, the transportation of garbage knocked out is definitely a problem.
"No punishment based on persuasion"
However, all departments in Nanjing stated in interviews that they would not punish citizens who insisted on home improvement. A deputy manager of a well-known community in the southwest of the river told reporters, "We did receive a notice from the government, and we are reminding the public to post a notice or something; if garbage is generated, you have to help. Otherwise, others will complain!"
A relevant person in charge of the urban management department frankly said, "Decoration is a family matter, and it's not good to fine someone. It's best for everyone to cooperate actively, and it's a high-temperature day. First stop in August to help the Youth Olympics maintain a neat and good air environment."
