On March 27, the National Development and Reform Commission (NDRC) announced a new pricing adjustment for refined oil products in China. The domestic retail prices of gasoline and diesel were lowered by 310 yuan and 300 yuan per ton respectively. While the reduction is welcome, the more significant change lies in the reform of the pricing mechanism itself.
The NDRC has shortened the price adjustment cycle from 22 working days to just 10. It also eliminated the previous 4% price fluctuation limit and introduced a new rule: if the price change is less than 5 cents per liter, no adjustment will be made, and the change will be carried over to the next round. This move aims to make the pricing system more responsive to market fluctuations and reduce unnecessary adjustments.
This marks the second major reform since the NDRC introduced its "Oil Prices Management Measures" in May 2009. Compared to the earlier version, the new mechanism reacts faster to market changes and offers greater flexibility. However, despite these improvements, the system still operates within an outdated framework that lacks transparency and clarity.
Critics argue that the current pricing model is opaque and potentially unfair. The NDRC claims it uses the average crude oil price, refining costs, profit margins, and tariffs to set retail prices. But what exactly constitutes "refining costs"? How much should a reasonable profit margin be? And who determines these figures? These questions remain unanswered, leaving consumers skeptical about the fairness of the process.
Moreover, the reform has not clearly stated which international oil prices will be used as benchmarks. Previously, the system referenced Brent, Dubai, and other global indices. Now, the lack of transparency raises concerns—what if the benchmark is based on higher-priced oil?
China’s reliance on imported crude oil has increased significantly, rising from 30.2% in 2000 to 57.8% in 2012. Yet, nearly 40% of the country's oil supply still comes from domestic sources. The question remains: are these domestic oils being fairly accounted for in the pricing formula?
Despite being one of the earliest and fastest energy price reforms, the refined oil pricing system continues to face public complaints. While the NDRC claims it aligns with international standards, the industry’s monopolistic structure and lack of openness have fueled ongoing skepticism.
With major oil companies reporting hundreds of billions in annual profits, many consumers feel the burden of high oil prices is unfairly distributed. For real reform to take root, the pricing mechanism must become more transparent, fair, and aligned with market forces.
Ultimately, the goal of this reform should be full marketization—breaking the monopoly of the oil industry, allowing open competition, and enabling a true market-driven pricing system. While the latest changes represent progress, they are only a step in a longer journey toward a more equitable and transparent oil pricing system.
